Browsers noncompliant with download options?

Internet Explorer 8, 9, 10, Sign in to vote. There are many CSS features which work well in most other browsers, why is it that they do not in IE, I have several browsers on my computers and different versions of these browsers, the CSS works in Firefox 3. I have the latest version of IE and a simple thing like text shadow doesnt work unless I write some specific code and then it still doesnt look as good as the standard code in other browsers. Isnt it time that Microsoft stopped thinking it is in charge and started being more compliant with code like CSS???
